LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

According to the new “Regulations on the state general secondary education standard and education programme samples” (Cabinet of Ministers Regulations No 416), which come into effect on 01.09.2020.

7. Planned learning outcomes for a learner [..] (general secondary education) are expressed as literacies in the following areas of study:

7.1 language learning area of study

  • proficiently uses languages as a means of thinking in cognition, including the acquisition of various fields of study and self-awareness,
  • communicates according to the situation in formal and informal language situations,
  • skilfully evaluates various sources of information,
  • chooses the facts needed for self,
  • formulates own attitude,
  • clearly expresses and substantiates own arguments both in Latvian and in a foreign language,
  • confidently uses all languages known to themselves in intercultural communication;

7.2 social and civic area of study

  • explains world events, their causal relationships and ideological basis in the past and present,
  • expresses own attitude towards social, economic, political processes and participates in them responsibly,
  • makes career and future decisions that have a positive impact on well-being locally and globally,
  • notices injustice and acts to prevent it,
  • treats the manifestations of the diversity of society with respect and understanding;

7.3 cultural awareness and self-expression in art area of study

  • explains cultural artefacts, cultural heritage diversity and reproduction opportunities,
  • is aware of own cultural affiliation and identity, nurtures and develops it,
  • gets acquainted with contemporary art and culture as an expression of society’s values,
  • purposefully uses the acquired specific skills in various art forms in artistic and creative activity and experiences joy in creative activity,
  • links the experience of the acquired artistic creativity with personal growth and achievement of professional goals;

7.4 natural sciences area of study

  • recognises, offers and evaluates explanations of certain natural phenomena and processes, as well as natural science concepts,
  • uses research skills to solve scientific and interdisciplinary problems,
  • evaluates risk factors for the health and safety of own and others,
  • acts responsibly,
  • chooses environmentally friendly actions,
  • uses natural resources wisely, promoting sustainable development of society;

7.5 mathematics area of study

  • understands mathematics as a systemic set of knowledge and skills that allows to quantitatively describe and explore the surrounding world,
  • uses learned algorithms, mathematical modelling and other mathematical techniques in different contexts,
  • judges inductively and deductively,
  • takes advantages of technologies, when creating solutions and explaining own activity and result, characterises the importance of own mathematical activity experience gained for own growth and further activity;

7.6 technology area of study

  • learns to create products, design solutions and software that meet different audiences, their wishes and needs,
  • performs user research, prototyping,
  • organises the resources necessary for the development of the solution and plans the implementation of the solution, evaluates these processes in accordance with the design values (sustainable development, aesthetics, usability, ethics, safety and economy) and recommends improvements,
  • skilfully, safely and responsibly uses the software, software-controlled devices and material handling devices and technologies necessary in the learning process and in everyday life,
  • explains the practical application of scientific achievements in technological development;

7.7 health, safety and physical activity areas of study

  • consciously follows healthy lifestyle habits on a daily basis,
  • independently and responsibly chooses and participates in physical activities,
  • sets and implements important goals for the development of movement skills and physical fitness,
  • uses and evaluates the most effective tactical solutions and strategies in individual and team physical activities,
  • is able to identify threats and risks in various environments and situations, including in the event of a threat to national security,
  • understands own responsibilities, rights and possible actions in the context of comprehensive national protection,
  • takes preventive safety measures,
  • identifies safe action steps by selecting the most appropriate problem-solving strategies.

Certificate of general basic education in special education programme or Certificate of general basic education and statement of State/local government pedagogical medical commission
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

Snice 11.10.2022 60 credit points correspond to the study results acquired in full-time studies in one academic year in accordance with the European Credit Transfer and Accumulation System (ECTS).Since 11.10.2022
