Latvian Qualifications Framework (LQF) has 8 levels (1 – the lowest, 8 – the highest).

Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

    3. To understand technologies of the construction works and to distinguish the functional role of building structures and constructions to be concreted.
    4. To manage creation and deposition methods of concrete work constructions, use the technological equipment and specifications of the parts of the concreting works.
    5. To determine the components, design and nature of the concreting work constructions, as well as labour force qualifications and consumption in the time unit.
    6. To assess the amount of materials and construction products necessary for the concreting works.
    7. To choose appropriate equipment and tools for the concreting works.
    8. To erecord the amount of the performed concreting works.
    9. To make calendar plan or network schedule appropriate to the operational work performance schedule.
    10. To understand the different types of constructions, their interactions and connections.

    37. To organize the own work, as well as the work of the subordinated employees, analyse the work progress and to be responsible for the work result.
    38. To observe the standards of the legal  employment relations and requirements of the environmental protection laws and regulations at the construction site and production unit.
    39. To observe the basic principles of professional and general ethics in communication with concrete workers and the construction manager or department manager.
    40. To use professional terminology in the official language and in one foreign language.

  • Competences/ autonomy

    1. Ability to understand and apply the regulatory requirements in construction and in performance of concreting works
    2. Ability to read and understand building designs and component drawings of structures.
    3. Ability to manage construction and concreting work technology according to the sustainable construction principles.
    4. Ability to manage work organization calendar and network diagram, draw up the operational performance of the work schedule.
    5. Ability to determine the necessary consumption of labour force and qualification.
    6. Ability to determine the amount of the construction products necessary for the concreting works, choose the appropriate equipment and tools.
    7. Ability to arrange a convenient and safe work place and use the necessary equipment for the concreting works.
    8. Ability to organize, manage and perform the movement of the construction products necessary for the concreting works.
    9. Ability to understand the interaction of building structures and connection of various building structures.
    10. Ability to assess construction products quality used in concrete work, and their correspondence to construction plan specification parameters.
    11. Ability to organize, manage and perform concreting works (production of base, mould construction, reinforcement, insertion of construction products and parts, concreting structures, concrete surface treatment, concrete maintenance during its setting, demoulding of constructions).
    12. Ability to understand technology and specific character of other types of construction works .
    13. Ability to read the detailed drawings of moulds and use load tables.
    14. Ability to use safe work methods in the performance of the concreting works.
    15. Ability to measure the performed concreting works.
    16. Ability to use geodetic and other measuring devices and instruments to evaluate the quality of the concreting work.
    17. Ability to use the documentation principles of the  covered concreting works.
    18. Ability to assess the quality of the performed concreting works, evaluate the consequences of the unconformities in the performed concreting works and to ensure their prevention.
    19. Ability to identify hazardous construction wasteat the construction site and and production unit, as well as to organise its collection.
    20. Ability to manage the environmental protection techniques at the construction site and production unit.
    21. Ability to understand labour protection principles and manage environmental protection means, meet the requirements of the labour protection laws and regulations in accordance with the labour protection plan.
    22. Ability to assess the risks and possible consequences of accidents, act in non- standard situations, including the ability to provide the first aid.
    23. Ability to use individual and collective protection means at work.
    24. Ability to comply with basic principles of professional and general ethics in the communication with the concrete workers and the construction manager or department manager of the production unit.
    25. Ability to observe the standards of the legal employment relations, communicate with concrete workers and explain work tasks to them.
    26. Ability to explain the motivation system to concrete workers, as well as their obligations and responsibilities in the company.
    27. Ability to communicate in the official language and in one foreign language.
    28. Ability to use professional terminology in the official language and in one foreign language.
    29. Ability to use a computer, office application programmes, internet, databases of laws and regulations, draw up the necessary documentation.
    30. Ability to perform work individually and to be responsible the own work result, as well as the work result of subordinate employees.
