Latvian Qualifications Framework (LQF) has 8 levels (1 – the lowest, 8 – the highest).

Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

    1. Analyse the company’s security processes, identify problems and develop solutions.
    2. Understand the processes taking place in the society and their impact on the company’s security.
    3. Acquire, analyse, systematize and integrate information relevant to the company’s security issues.
    4. Plan, organize and control the work of subordinate staff.
    5. Understand the context of the company’s operations.
    6. Introduce progressive solutions and methods in the company’s security system.
    7. Prioritize the company’s security issues.
    8. Develop the company’s security plan and advise the management of its implementation and efficiency improvement measures.
    9. Use law information sources and apply relevant legal norms.
    10. Understand laws and regulations relevant to the company’s operations.
    11. Understand public administration system.
    12. Communicate and interact with staff, management, partners, the media, state and local government institutions and non-governmental organizations; to speak in public, express, defend and present his/her point of view.
    13. Comply with the legal employment laws and regulations.
    14. Organize and control application of the laws and regulations relevant to company’s security issues.
    15. Organize and control public safety and order in the events organized by the company.
    16. Organize and carry out preventive measures relevant to the company’s security.

  • Competences/ autonomy

    1. Ability to apply theoretical and practical knowledge and skills in planning, organizing and coordinating the company’s security-related processes in order to ensure accurate, timely and quality performance of assignments.
    2. Ability to take responsibility for the results of his/her actions and duly, accurate and timely fulfillment of the assignments.
    3. Ability to work individually and in group.
    4. Ability to carry out high-quality analysis of the company’s potential risks and vulnerabilities, and use the obtained results to improve the company’s security.
    5. Ability to cooperate with legal entities and individuals, state and local government institutions on issues related to security and justice.
    6. Understanding of the legislative requirements concerning company’s security.
    7. Ability to use information technologies and office equipment for data processing and analysis; comply with data protection requirements.
    8. Ability to analyse and select legal and other information necessary to ensure company’s security.
    9. Ability to comply with occupational health and safety, fire safety and environmental protection regulations.
    10. Ability to organize quality vocational training of the subordinate staff through organization of training sessions.
    11. Understanding of the company’s security department’s financial and economic activities; ability to ensure rational use of the allocated resources.
    12. Ability to critically analyse and evaluate his/her professional performance.
    13. Ability to logically define the assignments and work content.
    14. Ability to specify the duties and obligations of the company’s security staff.
    15. Ability to understand the individual’s emotional state and the essence of interpersonal conflict.
