LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

Pharmacist assistant

  • Knowledge

    1. Basic understanding of the following in order to be able to perform professional tasks:
    1.1. fundamentals of law;
    1.2. manufacturing of pharmaceuticals according to the principles of good manufacturing practice;
    1.3. operational practices of pharmaceutical companies – economic principles;
    1.4. basic principles of homeopathy;
    1.5. plant morphology, basic taxonomy principles.
    2. Advanced understanding of the following in order to be able to perform professional tasks:
    2.1. introduction to microbiology – role of microorganisms in external environment and human body;
    2.2. structure of the human body, main organ systems, their functions and interconnectedness;
    2.3. regularities determining life processes in a healthy body;
    2.4. first aid principles;
    2.5. properties of inorganic and organic substances, their relation to the functions of a living organism and their use in pharmacy;
    2.6. chemical structure of pharmaceuticals – principles and methods of analysis;
    2.7. quality control of pharmacy compounded medications;
    2.8. regularities characterizing impact of medicine components on human body;
    2.9. medicine indications and contraindications, side effects, their prevention;
    2.10. interaction of different medications, consequences and prevention of medication misuse;
    2.11. monitoring of the prescription procedure;
    2.12. reimbursement arrangements for covered prescription medications;
    2.13. labelling of pharmaceuticals;
    2.14. movement of goods in pharmacies and wholesale companies;
    2.15. food supplements;
    2.16. biologically active plant substances, their effects;
    2.17. clinical manifestations of common diseases, principles of therapy;
    2.18. on-the-spot diagnostic testing methods;
    2.19. basic principles of disease prevention;
    2.20. morphological structure of plants;
    2.21. professional terms in the official language and two foreign languages.
    3. Thorough knowledge of the following in order to be able to perform professional tasks:
    3.1. official language;
    3.2. ability to communicate in at least two foreign languages;
    3.3. ethics in assistant pharmacist’s practice;
    3.4. basic principles of deontology;
    3.5. Latin medical terms in pharmacy;
    3.6. medical psychology and communication of an Assistant Pharmacist with customers;
    3.7. health education – human health preservation, improvement, extension of life-span;
    3.8. hygiene – effects of environmental factors on the human body;
    3.9. healthy lifestyle principles, importance of proper and complete nutrition in health preservation and extension of life-span;
    3.10. information technologies in pharmacy;
    3.11. classification of pharmaceuticals; pharmaceutical industry;
    3.12. pharmacy compounding; types of pharmacy compounded medications;
    3.13. incompatibility of medication substances in formulation technology;
    3.14. storage of medications;
    3.15. good distribution practice of medications;
    3.16. pharmaceutical laws and regulations;
    3.17. most important groups of medical products, their storage;
    3.18. basic principles of pharmaceutical care, teamwork in pharmaceutical care;
    3.19. medicinal herbs, preparation and use;

  • Skills

    1. To comply with pharmaceutical laws and regulations.
    2. To use information technologies to carry out professional activities.
    3. To prepare medications, solutions, ointments, mixtures, suspensions, powders, suppositories, drops, emulsions, injection solutions, eye drops, eye ointments according to an individual doctor’s prescription or written order issued by a medical institution.
    4. To perform quantitative and qualitative inspection of medications.
    5. To determine quality of treated water.
    6. To dispense medications under the supervision of a pharmacist.
    7. To dispense health care and personal care products; be able to correctly, clearly and unambiguously explain their use to the customer.
    8. To recognize medicinal plants and herbs, be able to correctly, clearly and unambiguously explain their preparation and use to the customer.
    9. To be able to provide professional, clear, correct, unambiguous information to the customers of the pharmacy, doctors and other healthcare professionals on issues related to health care and body care products.
    10. To apply basic principles of marketing.
    11. To promote healthy lifestyle and preventive healthcare.
    12. To be able to carry out on-the-spot diagnostic tests.
    13. To provide first aid, if necessary.
    14. To record information on the identified adverse drug reactions (pharmacovigilance).
    15. To use and explain professional terminology in the official language and at least two foreign languages.
    16. To collaborate with other health care professionals, working in a team and within the framework of his or her competence to provide quality pharmaceutical care.
    17. To communicate fluently in the official language.
    18. To communicate fluently in at least two foreign languages.
    19. To work with professional information.
    20. To use communication skills.
    21. To respect and protect individual data and confidential information.

  • Competences/ autonomy

    1. Ability to accept prescriptions.
    2. Ability to dispense prescription medications under the supervision of a pharmacist.
    3. Ability to assess compliance of the prescription with the statutory requirements.
    4. Ability to advise customers on the administration of medications prescribed by the doctor.
    5. Ability to inform customers of the potential side effects that may occur during the administration of medications.
    6. Ability to inform the customer of medication storage requirements at home.
    7. Ability to comply with the relevant pharmacy laws and regulations, pharmaceutical information, pharmacopoeia, personal data protection requirements, and act in accordance with the pharmacist deontology principles and the code of ethics for pharmacists.
    8. Ability to dispense health care and body care products and professionally inform the customer about their use and storage conditions at home.
    9. Ability to ensure compounding of medications in accordance with individual prescriptions or written orders issued by medical institutions.
    10. Ability to evaluate composition of the medications indicated in the prescriptions or orders.
    11. Ability to check the information on dosage and interactions of medicines, to inform the doctor who issued the prescription on the non-compliances in the prescription or interactions, if any.
    12. Ability to prepare equipment and apparatus for medication compounding.
    13. Ability to compound medications in accordance with the requirements.
    14. Ability to document the process of compounding and dispensing of medications; prepare the medications for dispensing.
    15. Ability to take the actions necessary to ensure the movement of medications in a pharmacy or a wholesale company.
    16. Ability to inform the management of the company on the necessity to order medications
    17. Ability to stay updated on the latest developments in the medications market.
    18. Ability to participate in product ordering, receiving, inspection and placement in accordance with the laws and regulations on movement of medications and health care or personal care products, on inventory of narcotic drugs and psychotropic medications, on inventory of medical alcohol, on proper dispensing of reimbursable medications.
    19. Ability to keep track of expiration dates of medicines and other goods.
    20. Ability to use a cash register or a cash system and a computer in a pharmacy or a wholesale company.
    21. Ability to provide collection of expired medications and mercury thermometers from customers.
    22. Ability to inform the customers about the environmental impact of pharmaceuticals and proper disposal of medications.
    23. Ability to collect expired or unused pharmaceuticals and medical devices.
    24. Ability to carry out the assigned tasks in a pharmaceutical manufacturing facility or a pharmacy.
    25. Ability to comply with occupational health and safety regulations.
    26. Ability to comply with good distribution and good manufacturing practice requirements.
    27. Ability to comply with the company’s hygiene requirements.
    28. Ability to engage in theoretical and practical training in order to learn the technological process.
    29. Ability to contribute to the development of a pharmaceutical company.
    30. Ability to inform the customers about the new non-prescription medicines and healthcare or personal care products.
    31. Ability to comply with the rules on pharmaceutical advertising and place the products in accordance with marketing principles.
    32. Ability to promote healthy lifestyle, based on the latest scientific achievements and respecting the interests of customers.
    33. Ability to explain health risks, promote preventive healthcare and related measures.
    34. Ability to explain the consequences of improper use of medications.
    35. Ability to provide information on how to improve the quality of life for individuals with chronic diseases, carry out on-the-spot diagnostic tests.
    36. Ability to promote the development of the profession and pharmaceutical care in general.
    37. Awareness of the personal responsibility for the quality of pharmaceutical care.
    38. Ability to continuously improve professional knowledge and skills; analyse data on pharmaceutical care, using information technologies; apply communication skills in team work.
    39. Ability to communicate in the official language and at least two foreign languages.

Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).
