LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

Logistics specialist

  • Knowledge

    1. The knowledge necessary for performance of the basic tasks of the professional activity at the level of notion:
    1.1. development of international trade process and demand forecasting;
    1.2. development of information flows in Latvia, Europe and the world;
    1.3. place and role of logistics in international trade;
    1.4. requirements for logistics operations and processes; basic principles of service level assessment in logistics;
    1.5. laws and regulations governing the forms of commercial activities and tyes of property.
    2. The knowledge necessary for performance of the basic tasks of the professional activity at the level of understanding:
    2.1. process optimization principles in logistics, organization and planning of manufacturing process;
    2.2. customer needs assessment;
    2.3. industry laws and regulations;
    2.4. fundamentals of finance and accounting;
    2.5. statistics and data grouping;
    2.6. transport economics and marketing;
    2.7. microeconomics;
    2.8. fundamentals of price formation;
    2.9. supply chains from raw material sources to consumer;
    2.10. basic principles of service logistics;
    2.11. professional terms in the official language and at least two foreign languages.
    3. The knowledge necessary for performance of the basic tasks of the professional activity at the level of use:
    3.1. planning and organization of purchasing goods and services; planning and organization of passenger routes and schedules;
    3.2. order processing and fulfillment;
    3.3. warehouse management;
    3.4. inventory management and modeling;
    3.5. goods and passenger traffic accounting and cost analysis;
    3.6. supply chains and distribution systems;
    3.7. application of tax and customs laws and regulations;
    3.8. logistics information systems; information technologies in logistics;
    3.9. packaging requirements;
    3.10. weight distribution in a vehicle;
    3.11. dangerous and special cargo transportation;
    3.12. environmental protection;
    3.13. official language;
    3.14. ability to communicate in at least two foreign languages at the level of communication;
    3.15. labour protection;
    3.16. legal employment relationship;
    3.17. professional ethics.

  • Skills

    1. Group and control stocks based on the importance of items; determine ordering schedules.
    2. Control and determine turnover of goods and services in accordance with selected stocks ordering patterns.
    3. Prepare orders for raw materials and supplies of goods and send orders to suppliers.
    4. Receive delivered inventory additions, check their quality.
    5. Collect and analyze statistical data on the circulation of goods and services.
    6. Control assembly in accordance with the orders, consolidate shipments going into one direction, plan transport routes and schedules.
    7. Analyze transportation costs and tariffs.
    8. Apply international trade and transportation rules.
    9. Carry out shipment orders.
    10. Identify, analyze and systematize statistics on deviations from the planned order and set service level criteria.
    11. Carry out regular inventory analysis per groups of items and suppliers, and propose changes in supply patterns.
    12. Organize logistics processes at the operational level.
    13. Gather information and evaluate the internal and external factors influencing the logistics environment and their impact on the company’s financial results.
    14. Analyze performance data.
    15. Adhere to the company’s document management and accounting documentation processing rules.
    16. Understand the impact and importance of transport and freight tracking technologies.
    17. Coordinate cargo and passenger transportation process.
    18. Coordinate cooperation with partners, customers.
    19. Analyze flows and apply solution methods in organization of passenger transportation.
    20. Be able to forecast demand.
    21. Plan freight and passenger transportation routes and schedules.
    22. Communicate fluently in the officiallanguage.
    23. Use international logistics and trade terminology in the official language and at least two foreign languages.
    24. Be able to communicate in at least two foreign languages.
    25. Comply with employment and international transportation and trade laws and regulations.
    26. Be able to use information technologies in his/her professional activities.
    27. Comply with occupational health and safety, fire safety and environmental protection rules.
    28. Adhere to the principles of professional ethics.

  • Competences/ autonomy

    1. Ability to evaluate the company’s logistics processes.
    2. Ability to plan material and passenger flows.
    3. Ability to carry out procurement planning and to determine the optimal amount of freight transported.
    4. Ability to carry out inventory management.
    5. Ability to organize transportation with one or more modes of movement of goods (multimodal transport).
    6. Ability to plan warehouse operations.
    7. Ability to assess the level of logistics services in the company, according to certain criteria.
    8. Ability to analyze the factors influencing the cost of logistics operations by developing organization’s logistics cost optimization scenarios.
    9. Ability to choose the most suitable type of packaging, manage consolidated cargos, make decisions to ensure proper loading of cargos, taking into account the requirements of regulatory documents.
    10. Ability to choose the most suitable mode of transport, type of vehicle or a combination thereof.
    11. Ability to assess supply chain performance.
    12. Ability to cooperate with local and international suppliers, customers and other departments of the company.
    13. Ability to evaluate the failures in the company’s logistics process (operation) and propose reasonable improvements.
    14. Ability to formulate, describe and analyze practical problems that are within the scope of logistician’s competence.
    15. Ability to select the necessary information using information technologies and use it to solve logistical problems that are within the scope of logistician’s competence.
    16. Ability to use positive communication skills, deal with conflict situations and work in a team.
    17. Ability and motivation to improve his/her knowledge and skills.
    18. Ability to prepare and use documentation necessary to carry out logistics operations.
    19. Ability to communicate in the official language and at least two foreign languages and use professional terminology.
    20. Ability to adhere to the principles of professional ethics.
    21. Ability to comply with environmental and occupational health and safety laws and regulations.
    22. Ability to comply with employment and international transportation and trade laws and regulations.
    23. Ability to take responsibility for the results of his/her professional performance.

Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

The unit of the volume of Latvian higher education studies - 1 credit point corresponds to one week of study work in full-time studies (40 credit points per study year).
