Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

  • Knowledge

  • Skills

    1. To possess knowledge of, select, and be able to apply in practice appropriate podiatry clinic equipment, hardware, materials and auxiliary materials.
    2. To apply professional foot care products appropriate for toenails and foot skin.
    3. To choose tools, materials, equipment appropriate to the patient’s nail structure and foot skin, and be able to substantiate their use.
    4. To carry out toenail and foot care treatment procedures in accordance with approved methods and applying appropriate foot care technologies.
    5. To use appropriate cleaning, disinfection and sterilization agents for hands, tools, work surfaces and facilities.
    6. To draw up patient’s anamnesis (current complaints, disease history, life, social and family history).
    7. To assess patient’s response to existing or prospective foot disorders, and to assess previously carried-out care, treatment or examination.
    8. To plan and carry out the selected treatment procedures.
    9. To assess toenail and foot skin condition and its changes.
    10. To determine toenail structure and type of foot skin; determine foot color change during exercise.
    11. To check the patient’s pulse on the foot posterior artery and posterior tibia artery, and be able to evaluate segmental Doppler (ankle-brachial pressure index) indicators.
    12. To carry out sensory foot examination (pressure sensation).
    13. To carry out examination of the foot’s vibration sence .
    14. To carry out superficial sensory examination (foot touch sensation, temperature sensation and pin prick sensation test).
    15. To rate foot deformities.
    16. To identify foot pressure lesions (hyperkeratosis, blisters, corns) and loss of movement in the foot.
    17. To identify the type of foot and lower leg ulcers (type of ulcers, ulcers localization and depth, signs of infection).
    18. To carry out treatment of the wounds (ulcers) of the foot and lower leg – cleaning, rinsing, necrotic tissue liquidation.
    19. To apply bandages and topical medicines appropriate to the foot and lower leg wound healing stage in accordance with the surgeon’s instructions.
    20. To provide offloading of foot ulcers by applying appropriate podiatry products.
    21. To carry out ingrown toenail treatment using correction rods, and apply any of the orthonyxia (brace/plate) or nail swabbing methods.
    22. To identify skin diseases (parasitic, mycotic, pyoderma, viral dermatoses) and nail diseases (mycotic, trophic, congenital).
    23. To apply non-surgical methods to offload foot, reduce pressure and friction and correct distortion (provide custom-made silicone gel, foam or felt orthotics).
    24. To carry out physiotherapy procedures, foot exercises and foot massage within the scope of podiatrist’s competence.
    25. To assess patient’s level of self-care ability.
    26. To advise patients on toenail and foot skin condition and provide foot care recommendations.
    27. To raise the patient’s independence by encouraging application of self-care measures.
    28. To advise the patient of application of bandages and medications.
    29. To accurately apply in podiatry the medications prescribed by a doctor.
    30. To collect microbiological samples for microbiological testing.
    31. To prepare surgical patients for the operation and provide post-operative care.
    32. To plan, implement and evaluate educational activities on proper foot and toenail care for patients.
    33. To organize educational activities for care team members on specific foot lesions and their prevention.
    34. To collect and analyze foot care process data using information technologies.
    35. To be able to organize and carry out health promotion measures.
    36. To complete foot care records and document data on the patient’s foot condition and its changes.
    37. To carry out ordering, inventory, storage, utilization and write-offs of medications, foot care products, instruments and supplies.
    38. To collaborate with endocrinologists, dermatologists, technical podiatrists, vascular surgeons, infectologists, traumatologists/orthopedists and other specialists to ensure team work in patient’s health care.
    39. To provide emergency medical assistance.
    40. To ddhere to hygiene, occupational health and safety, electrical safety, fire safety and environmental protection requirements.
    41. To adhere to the principles of professional ethics and communication.
    42. To comply with employment laws and regulations.
    43. To be able to communicate fluently in the official language.
    44. To be able to communicate in at least two foreign languages.
    45. To use professional terminology in the official language and at least two foreign languages.

    1. Ability to perform foot examination, evaluate foot health status and diagnose foot problems for patients of all age groups.
    2. Ability to carry out professional foot care by choosing appropriate foot care methods.
    3. Ability to make nail correction, orthonyxia and nail prosthetics.
    4. Ability to provide diabetic foot care.
    5. Ability to perform a set of exercises, provide foot massage and physiotherapy procedures (hot/cold immersion therapy, paraffin application).
    6. Ability to provide first and emergency medical care in acute situations and exacerbations of chronic diseases.
    7. Ability to apply professional communication skills and adhere to principles of professional ethics.
    8. Ability to comply with health care laws and regulations.
    9. Ability to ensure confidentiality of the obtained patient information.
    10. Ability to understand and comply with the scope of professional competence of a foot care specialist.

Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).
