LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

The aim of the Professional Bachelor study programme in International Communication Management is:
– to enable students to gain academic and professional knowledge, skills and competences in accordance with the requirements of higher education qualifications (EQF level 6), the profession standard of the EU „The Manager of External Relations department” and to provide the possibility to pursue further studies at the postgraduate level.

Learning outcomes:
The Professional Bachelor study programme in International Communication Management will ensure the following knowledge:
– international communications management, international communication strategy and tactics, public administration and international relations, financial management and accounting, international marketing, international law, integrated marketing communications, international sales, crisis communications, environmental protection and communication.

The Professional Bachelor study programme in International Communication Management provides the following skills:
– ability to analyse operations of the company, skills in collaborating with local and foreign companies,
– ability to manage the work of the unit,
– ability to communicate in at least two foreign languages,
– to write and translate documents, to adhere the principles of business etiquette and collaboration in a multicultural environment.

The Professional Bachelor study programme in International Communication Management provides the following competences:
– ability to analyse and assess the local and international economic, political and cultural environment,
– to analyse market trends,
– ability to define the objectives and directions of the company’s external relations,
– to work out and implement in creative and innovative external communications plans,
– ability to predict the results of the work and to build and maintain good relationships with colleagues and cooperation partners from different cultures.

    1. To analyse and evaluate the local and international political and economic situation.
    2. To analyse and evaluate the correlation of a company’s business activities.
    3. To assess the quality of a company’s external communication, work quality of the External Relations Unit and compliance thereof with the company’s objectives.
    4. To plan and manage a company’s external relations in a creative and innovative manner.
    5. To cooperate with other local and foreign companies.
    6. To manage the operation of the External Relations Unit.
    7. To work in psychologically challenging situations and get involved in problem-solving.
    8. To develop and manage cooperation projects.
    9. To develop the Unit’s budget, project estimates and other financial plans.
    10. To observe business etiquette in interpersonal communication in a multicultural society.
    11. To communicate orally and in writing, draw up documents and translate them.
    12. To apply laws and regulations of external relations, rules of conduct and act in accordance with them.
    13. To utilize the latest forms of work organization and information technology.
    14. To prepare and present reports on external relations work.
    15. To know the official language.
    16. To know at least two foreign languages at a communication level.
    17. To use professional terminology in the official language and at least one foreign language.
    18. To meet the requirements of employment relationship.
    19. To comply with labour safety, fire safety and environmental protection requirements.

    10. Ability to present and publish the results of plans, scientific research and external relations work.
    11. Ability to define a problem and make a decision.
    12. Ability to understand the relationship with colleagues and business partners in different cultures and evaluate them as a system of interaction.
    13. Ability to create a positive work environment.
    14. Ability to ensure compliance with the requirements of labour protection, fire safety and environmental protection.
    15. Ability to utilize information technologies to carry out one’s activities.

Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

The unit of the volume of Latvian higher education studies - 1 credit point corresponds to one week of study work in full-time studies (40 credit points per study year).
