Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

Graduates of the study program are able:  
– to analyse and evaluate international economic, political and cultural environment, as well as demonstrate their understanding of local and international market development trends;  
– to demonstrate their understanding of the national laws and regulations, as well as international treaties, agreements, conventions, regulations, etc. that govern international economic activities;  
– to demonstrate their understanding of the structure and main directions of the European Union policy, as well as export policies and transnational relations;  
– to show their understanding of the operating principles and economic performance of enterprises, government or non-governmental institutions;  
– to define external and international communication objectives and development directions, to develop and implement international cooperation plans and directions of enterprises, government or non-governmental institutions;  
– to manage and participate in the work of international relations departments, and to collaborate with other departments and senior managers;  
– to collect, process, analyse and use information;  
– to demonstrate their understanding of labour relations and to ensure their execution within the scope of their competences;  
– to speak the official language and to communicate in at least two foreign languages within the scope of their competences;  
– to conduct research of scientific value in the sphere of international relations;  
– to identify and define problems, to make well-grounded decisions;  
– to use information technologies in order to perform the tasks set;  
– to speak in public, to present results of their work, to defend their opinion;  
– to act in accordance with professional codes of conduct and widely-accepted principles of ethics and communication.

    2. To analyse and evaluate the correlation of a company’s business activities.
    3. To assess the quality of a company’s external communication, work quality of the External Relations Unit and compliance thereof with the company’s objectives.
    4. To plan and manage a company’s external relations in a creative and innovative manner.
    5. To cooperate with other local and foreign companies.
    6. To manage the operation of the External Relations Unit.
    7. To work in psychologically challenging situations and get involved in problem-solving.
    8. To develop and manage cooperation projects.
    9. To develop the Unit’s budget, project estimates and other financial plans.
    10. To observe business etiquette in interpersonal communication in a multicultural society.
    11. To communicate orally and in writing, draw up documents and translate them.
    12. To apply laws and regulations of external relations, rules of conduct and act in accordance with them.
    13. To utilize the latest forms of work organization and information technology.
    14. To prepare and present reports on external relations work.
    15. To know the official language.
    16. To know at least two foreign languages at a communication level.
    17. To use professional terminology in the official language and at least one foreign language.

Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

The unit of the volume of Latvian higher education studies - 1 credit point corresponds to one week of study work in full-time studies (40 credit points per study year).
