Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

– knowledge and comprehension conforming to the standards of a qualification of physiotherapist based on current accomplishment in science, enabling to think creatively, to understand and analyse regularities maintaining critical approach;
– advanced skills in the profession of physiotherapist enabling to creatively carry out patients/clients physiotherapeutic examination, assessment, treatment, advising and preventive work by applying the physiotherapeutic technologies, and are focused on promotion, improvement, rehabilitation and retention of the functional abilities both individually and in groups representing various age groups;
– general and specialised knowledge in research methodology and physiotherapy for being able to participate in research and related projects, foster the development of the field of physiotherapy and carry out innovative activities within the framework of the professional field;
– basic knowledge to be engaged in various health care and rehabilitation activities within the framework of the organisation and implementation of rehabilitation process at both local and international context;
– ability to show initiative, make decisions, take responsibility for their implementation and outcomes, critically assessing and, if necessary, making changes in the own operations within the framework of physiotherapist’s professional activities;
– ability to creatively deal with the problems concerning improvement of the patient’s functional ability in complex and unpredictable situations, work with patient/client and make organisational arrangements within the framework of physiotherapist’s professional activities;
– ability to organise own and subordinates’ professional development in the context of life-long learning, to integrate new knowledge and skills from other physiotherapy-related fields;
– ability to work individually, in team or to managing the teamwork by demonstrating good communication skills with patients/clients, their relatives and colleagues, understand and follow ethical standarts;
– ability to engage in business and organize it.

  • Skills

    1. To be able to obtain anamnesis to gather information from the patient, and analyse results and opinions of other examinations.
    2. To be able to collect, analyse and interpret relevant information about a patient’s problems, general health status, current treatment in order to plan for future functional examination.
    3. To select and be able to use the examination methods of a patient’s physical and functional state and critically interpret results thereof, taking into account current influencing factors.
    4. To be able to follow a patient’s state of health during examination to ensure the patient’s safety and maximally avoid possible risks.
    5. To select and be able to use methods for assessment of patient’s activity and participation, analyse and critically interpret results thereof.
    6. To be able to analyse the impact of various factors (job, occupation, socio-economic situation, culture, religion) on the identified problems, carrying out the analysis in accordance with the International Classification of Functioning, Disability and Health.
    7. To identify a patient’s problems (functional limitations, activity and participation limitations), interpret the correlation between the complaint and identified problem and connection thereof to body damage.
    8. To formulate physiotherapist’s opinion and put forward specific, measurable, acceptable to the patient, realistic and time controlled physiotherapy goals.
    9. To plan the physiotherapy treatment process, including the re-evaluation of a patient.
    10. To implement physiotherapy treatment process, using different treatment methods, the choice of which is based on their effectiveness (evidence-based), availability, cost, personal suitability and which are acceptable to the patient.
    11. To motivate the patient for active participation in the treatment process, as well as promote healthy lifestyle.
    12. To ensure re-evaluation of a patient and achievement of physiotherapy objectives during treatment, and, if necessary, change treatment methods.
    13. Within a physiotherapist’s competence and in line with the treatment objectives, to develop an independent rehabilitation program for a patient (client) and to explain to the patient how to follow this program.
    14. To provide first aid.
    15. To be able to use technical equipment necessary to implement physiotherapy methods.
    16. Within one’s competence, to advise patients (clients) on the ergonomic aspects of the workplace and the home environment, recommend a program of corrective and preventive measures.
    17. To document a patient’s (client’s) examination data, the opinion of a physiotherapist, therapy goals and programs, progress of a treatment program and re-examination data, ensuring data confidentiality.
    18. To provide a structured outline of the examination and interpretation results, treatment goals and a plan for other professionals, rehabilitation team members involved in the patient’s health care process.
    19. To be able to deal with complex health care issues and situations.
    20. To know how to integrate the opinion of other professionals in the patient’s problem analysis and clinical synthesis process, using a teamwork-based decision-making strategy.
    21. To be able to actively listen and participate the communication, using positive communication skills with patients (clients), their families and health care professionals.
    22. To be able to substantiate and justify one’s professional opinion and ideas both individually and in front of an audience using verbal and non-verbal communication skills.
    23. To understand and consider different opinions and resolve conflict situations arising from the execution of one’s professional duties.
    24. Within the competence of a physiotherapist, to plan, organize and manage different types of activities involving health care professionals or patient (client) groups.
    25. To carry out scientific research in the field of physiotherapy.
    26. To consult with colleagues and other health care workers and notify them about scientific study matters.

    33. To respect the principles of professional ethics and culture of communication.

    35. To know at least two foreign languages at a communication level.
    36. To use professional terminology in the official language and at least one foreign language.
    37. To comply with labour safety, fire safety and environmental protection requirements.
    38. To meet the requirements of employment relationship.

  • Competences/ autonomy

    1. Ability to select and purposefully use science-based, targeted and appropriate physiotherapy assessment methods based on professional knowledge and skills and collect, analyse and critically interpret the relevant information for a patient’s needs.
    2. Ability to formulate a physiotherapist’s opinion, analysing and critically assessing available relevant information and information obtained from examination through the synthesis of general and professional knowledge.
    3. Ability to plan and execute the physiotherapy treatment process on the basis of the provided physiotherapist’s opinion, systematically and critically assessing topical application options of various physiotherapy theory and physiotherapy treatment technologies approved in the Republic of Latvia.
    4. Ability to critically evaluate the impact of methods applied in the treatment process and the patient’s current state, change the methods of therapy and terminate treatment, if necessary.
    5. Ability to plan and conduct scientific research in the field of physiotherapy, report on research results and participate in research projects.
    6. Ability to work with other health professionals in the form of multidisciplinary care.
    7. Ability to communicate with patients (clients) and their families in accordance with rules of conduct, respecting and honouring the beliefs, religion and culture of the patient (client) and their families, informing and educating on the need to actively participate in the treatment process and take responsibility for promotion of a healthy lifestyle.
    8. Ability to comply with ethical, deontology and legal requirements basing one’s professional work on a scientific approach (evidence-based practice), critical attitude and professional lifelong learning.
    9. Ability to establish and administer a physiotherapist’s practice, document one’s activities in compliance with document management requirements.
    10. Ability to respect patient rights and responsibilities, ensure confidentiality of data.
    11. Ability to communicate in the official language and at least two foreign languages.
    12. Ability to comply with regulations governing physiotherapists’ activities.
    13. Ability to comply with occupational safety, fire safety and environmental safety requirements.
    14. Ability to meet the requirements of employment relationship.
    15. Ability to use modern information technologies for documentation, education, communication, information processing and utilization in connection to physiotherapist activities.
