Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

Aim of the study programme:
– to provide qualitative and competitive inter-branch professional higher education in the field of environment by creating circumstances for acquisition of theoretical knowledge in environmental sciences and sub-branches thereof, acquisition of qualification and development of research skills and abilities in one of the directions – management of the environment or environment engineering.

Results of studies:
– acquired theoretical knowledge in the field of environment, management and information technologies as well as practical skills for working with modern scientific devices, measuring equipment and products of information technologies;
– ability to analyse and evaluate environment quality, to plan environment management and engineering and technical works in the field of environment protection and renewable energy resources, to control implementation thereof and to estimate efficiency according to the profession standard requirements;
– acquired organization skills for management of structural units and competent to choose modern management methods and to promote sustainable development;
– acquired research work skills and professional competencies to give recommendations in the field of environment protection, application of technologies and natural resources;
– understanding of basic waste, water resource and ecosystem and urban environment management aspects;
– ability to plan and organize the work of structural units;
– ability to prepare and use information in the field of environment protection; ability to apply LR and EU normative acts in the field of environment.

  • Skills

    1. To understand the interaction between economic, social and environmental development and the concept of sustainable development as a basis for environmental management.
    2. To apply practical skills and theoretical knowledge when developing and adopting decisions.
    3. To identify the main environmental quality problems, organize environmental quality and pollution control measures and carry out necessary measurements, evaluate them and develop proposals for possible solutions for environmental protection.
    4. To prepare and use the information in the field of environmental protection.
    5. To understand fields of application of environmental technology in dealing with environmental management issues.
    6. To have good understanding of the environmental laws and regulations and institutional structure of the environmental protection system.
    7. To understand the administrative management principles.
    8. To be able to assess the quality of the environment by using environmental monitoring results, available databases in the field of environment and environmental quality standards.
    9. To develop and apply criteria for environmental evaluation.
    10. To interpret, analyse and gather environmental information.
    11. To be able to provide information on the condition of the environment and the necessary improvements.
    12. To participate in the development, execution and management of environmental projects.
    13. To act and think independently.
    14. To plan and organize one’s own work and that of the department.
    15. To speak before an audience, substantiate one’s opinion.
    16. To organize the work by using office equipment.
    17. To use computer programs and databases, data analysis and results presentation software.
    18. To observe the labour protection and fire safety requirements.
    19. To observe the principles of communication culture and ethical norms.
    20. To have a good command of the official language.
    21. To have a good command of at least two foreign languages at the communication level.
    22. To use professional terminology in the official language and at least two foreign languages.
    23. To independently acquire new knowledge and skills.
    24. To apply the acquired knowledge and skills in practice.

  • Competences/ autonomy

    1. Ability to apply environmental and general regulations of the Republic of Latvia and the European Union, as well as international regulations, and utilize the options of the environmental protection institutional system for dealing with environmental management challenges.
    2. Ability to gather, systematize and analyse the information about environmental protection and management.
    3. Ability to develop database structure and prepare informative and analytical reports for the execution of environmental management tasks.
    4. Ability to apply a company’s administrative management principles and the record-keeping system in the preparation of documents (contracts, agreements, applications, letters, etc.) and development of staff management tasks.
    5. Ability to analyse and evaluate the quality of the environment, plan environmental management measures, determining the required materially technical basis and human resources and carrying out calculations of economic efficiency.
    6. Ability to organize environmental quality control, analyse obtained results, develop proposals to preserve, improve or restore environmental quality, using special computer programs of environmental quality assessment, forecasting and modelling.
    7. Ability to participate in the environmental impact assessment process.
    8. Ability to prepare the technical tasks of environmental projects and carry out project coordination, and draw up applications to receive permits of natural resource use and other permits.
    9. Ability to carry out environmental communication tasks, preparing information to the public about the environment, quality and challenges thereof, finding out public opinion and involving it in dealing with these challenges through environmental education methods.
    10. Ability to prepare environmental project applications and participate in evaluation thereof.
    11. Ability to promote public participation in building sustainable development.
    12. Ability to define research goals and objectives in the field of environmental management,  draw up plans for pilot studies, carry out experimental data analysis by using computer programs and mathematical analysis methods.
    13. Ability to identify the key scientific and practical research results and make recommendations for environmental protection, technology and natural resource use.
    14. Ability to communicate in the official language and at least two foreign languages.
    15. Ability to manage the staff work independently to improve one’s qualification.

Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

The unit of the volume of Latvian higher education studies - 1 credit point corresponds to one week of study work in full-time studies (40 credit points per study year).
