LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

Aims of the programme are:
– to ensure the learning of practical skills related to records system management in pursuing of the fifth-level professional qualification ”Records System Manager”;
– to ensure competence in records and archives management in accordance with Latvian laws and regulations as well as international practice;
– to ensure and develop a foundation of theoretical knowledge in the fields of information studies ( documentology, archival studies) and management in relation to how archive and records systems and relevant information processes are evaluated and examined.
In pursuit of these goals the programme has the following tasks:
– to ensure studies in the area of records and archives management (lectures, practical work, research by students etc.);
– to organize practices that are in line with the relevant level of professional qualifications at the records management departments of institutions and companies, institutional and national archives as well as certified private archives;
– to involve high-level instructors and professionals in teaching courses;
– to supplement the availability of theoretical literature that is needed for courses that are taught in a systematic way, not least in terms of writing scholarly articles and preparing educational and methodical resources;
– to conduct fundamental and applied research in the area of records management, archival studies, communication studies and information studies;
– to organize ongoing education for the staff of state archive and institutions in accordance with co-operation agreements that are concluded in this regard;
– to be involved in the certification of archival specialists as indicated in the Law on Archives;
– to work with employers, foreign partners and other organisations and individuals who are of interest.

As a result of the programme, graduates will have:
Knowledge and understanding about:
– theoretical approaches in records and archive management and use of these approaches in identifying methodologies and strategies;
– functions of information in society (its transmission, collection, processing, storage and distribution), focusing on better ways of organising information in accordance with the public needs and the development of relevant technologies;
– research processes and their results in terms of the practice of records and archives management;
– national and international norms and standards which apply to records and archives management;
– ways of identifying and implementing strategies related to the accumulation, evaluation, storage and accessibility of records;
– the  latest information and communication technologies and how they can be used in records and archives management;
– the effects of related sectors on the development of records and archives management.

General competences of managers in the area of records and archives:
– the ability to offer well-argued views about systemic aspects of records management;
– the ability to take decisions, co-ordinate work and manage co-operation; the ability to take responsibility for the results of group work;
– the ability to put theoretical knowledge to practical use;
– the ability to do work and research under complicated conditions while also implementing new approaches in these areas; the ability to analyse problems and success in the sector as well as to monitor the latest trends therein).

Specific competences:
– the ability to understand the functions and duties of an institution as well as the mechanisms of information flow that are needed for the circulation of records;
– the ability to manage and optimise the information services of institutions;
– the ability to draft requirements for records management projects and specifications;
– the ability to organise, manage and systematise information;
– the ability to assess records and information as well as to audit information systems;
– the ability to evaluate and select the most appropriate storage conditions for different information carriers.

  • Skills

    1. To understand the principles of legal forms of activity (public administration, corporation, association etc.) and management.
    2. To apply special methods (functions, risk analysis, etc.) of management sciences, as well as document and archive management.
    3. To apply theoretical knowledge in practice.
    4. To develop regulations and document management procedures, follow implementation thereof and ensure compliance therewith.
    5. To organize, manage and systematize documents during development, movement, storage, use and disposal thereof.
    6. To audit document and information systems.
    7. To develop requirements for document (including electronic) system projects, specifications.
    8. To evaluate documents and information.
    9. To assess and select the most suitable document system storage conditions according to information (data) carrier and environment.
    10. To implement advanced solutions and methods of document management.
    11. To follow the latest trends and events in document and archive management.
    12. To utilize the latest methods of work and information technology.
    13. To use industry-specific information technologies and equipment (e-signatures, databases, imaging technologies, etc.).
    14. To comply with applicable laws and regulations, business etiquette and ethics.
    15. To work in a team/group, delegate and coordinate duties, motivate employees.
    16. To work in psychologically challenging situations and get involved in problem-solving.
    17. To acquire new knowledge independently.
    18. To plan and organize one’s work.
    19. To be able to substantiate one’s opinion.
    20. To draw up and deliver presentations.
    21. To know the official language at the highest level.
    22. To be able to communicate in two foreign languages.
    23. To use professional terminology in the official language and one foreign language.
    24. To comply with occupational safety, fire safety and hygiene requirements.

  • Competences/ autonomy

    1. Ability to develop a document management policy and strategy, ensure document management development.
    2. Ability to define document management goals and objectives in accordance with regulations and needs of the institutional operation.
    3. Ability to develop or improve document systems, ensure operation thereof, provide advice on system development and improvement.
    4. Ability to draw up terms of reference and project specification for document system projects.
    5. Ability to draw up regulations governing document management.
    6. Ability to determine levels of responsibility of employees.
    7. Ability to analyse the work of an institution, determine the institution’s documentation needs, requirements for documents and document systems.
    8. Ability to plan and use financial resources for the development, improvement and maintenance of document systems.
    9. Ability to assess, audit and check the developed and improved document system.
    10. Ability to organize and control the development, registry, movement and storage of documents (both paper and electronic documents) in their active and semi-active life cycle.
    11. Ability to organize and develop documents governing document management processes (document lists, case nomenclature, classifications etc.).
    12. Ability to organize document assessment, determine document storage life and archival value.
    13. Ability to organize document usage, to ensure and control document accessibility, data protection.
    14. Ability to carry out management of classified information and documents regarding state secrets, North Atlantic Treaty Organizations, bodies of the European Union and foreign institutions.
    15. Ability to organize and carry out document description, preparation of information and registration materials.
    16. Ability to organize document and data migration from one system and/or carrier to another system or carrier.
    17. Ability to freely communicate in the official language and at least two foreign languages.
    18. Ability to conduct research on current document management issues.

Qualification acquisition requirements

Previous education
Higher education qualification of LQF level 6 (bachelor, professional bachelor or professional higher education qualification) in the same or compatible branch of science or professional field of higher education, as well as a certain professional experience laid down by higher education institution
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

ECTS credit points 
The unit of the volume of Latvian higher education studies - 1 credit point corresponds to one week of study work in full-time studies (40 credit points per study year).

1 The credit point of Latvia corresponds to 1,5 ECTS (European Credit Transfer and Accumulation System) credit point.
