Latvian Qualifications Framework (LQF) has 8 levels (1 – the lowest, 8 – the highest).

Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

Programme requirements are:
– to gain critically reflective understanding of education development trends in improving the quality of life for one’s own and the following generations and facilitating personal wellbeing and coherent development of society:
– to evaluate and improve the pedagogical competence according to the requirements of the fifth-level teacher professional qualification and advance professional development in life-long learning context;
– to implement teaching and research practice in accordance with labour market, social needs and innovative educational science and practice trends;
– to develop and defend Master’s Paper connected with topical needs of education thus contributing to harmonious development of society.

The aim of the programme is:
– to ensure professional Master’s studies in teacher education that are directed to personal wellbeing and the coherent development of society encouraging development of both interdisciplinary pedagogical competence and independent integrated pedagogical and research activity which would be – sustainable-development-oriented, and providing an opportunity to obtain qualification as a subject teacher.
The aim of the Professional Master’s Study Programme “Teacher” corresponds with functions of one of the leading science universities – the University of Latvia (UL) and reflects the mission, vision and values of the Strategic Plan of UL, as well as UL Quality Policy.

The objectives of the programme:
– to ensure critically reflective understanding of education and pedagogical activity to facilitate personal wellbeing and coherent development of society as well as the competence of implementing it in professional practice;
– to facilitate the development of professional competence in connection to labour market and global social needs, and applying it in critically reflective professional practice;
– to ensure the improvement of research skills directed to sustainable development and integrate them in one’s own pedagogical practice in diverse social environments;
– to educate the fifth-level teacher professional qualification specialists thus facilitating their competitiveness in the changeable local and global socioeconomic conditions;
– to facilitate a sense of belonging to the common European education area and acquiring the skill of critically evaluating its diversity, thus, improving professional practice in national cultural environment and advancing responsibility for one’s own professional development in the context of life-long education and life-long learning.

The programme ensures a chance:

Qualification acquisition requirements

Previous education
Higher education qualification of LQF level 6 (bachelor, professional bachelor or professional higher education qualification) in the same or compatible branch of science or professional field of higher education, as well as a certain professional experience laid down by higher education institution
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

ECTS credit points 
Snice 11.10.2022 60 credit points correspond to the study results acquired in full-time studies in one academic year in accordance with the European Credit Transfer and Accumulation System (ECTS).Since 11.10.2022
