LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

To develop professionally essential business properties and personal qualities that are necessary for work in international environment.
To acquire positive attitude to the duties of project manager both in rural territories and in cities.

  • Skills

    1. To understand and analyse a company’s economic activity and offer new and innovative development strategies.
    2. To analyse problems, establish goals and alternative solutions of achievement thereof.
    3. To determine product quality, time and costs necessary to implement alternative solutions of a project.
    4. To predict potential revenue and benefits during the use of the product or service.
    5. To predict product maintenance and operational costs.
    6. To determine the expected future net cash flows.
    7. To carry out cost-benefit analysis of alternative solutions of a project.
    8. To assess the value analyses of alternative solutions of a project and justify the choice of the best solution.
    9. To define reasonable project proposals and project tasks.
    10. To organize infrastructure necessary for the project.
    11. To analyse a company’s structure and adapt it to project and program management needs.
    12. To be able to utilize project planning methods – structural analysis method, network planning basic methods (CPM, PERT, MPM), Gantt charts methods, etc.
    13. To be able to utilize project controlling methods – trend analysis, integrated workload, time and cost controlling methods.
    14. To ensure smooth operation and coordination of the project management process.
    15. To develop and maintain specific documentation necessary for project management throughout the project development and implementation process.
    16. To independently make reasonable decisions about the project’s progress.
    17. To manage the project team, delegate tasks, accept and evaluate the results.
    18. To build a positive communication, observe ethics and code of conduct.
    19. To know the official language.
    20. To use professional terminology in the official language and at least two foreign languages.
    21. To know at least two foreign languages at a communication level.
    22. To observe the labour protection, fire safety and environmental protection regulations.
    23. To observe the legal employment relationship regulations.

  • Competences/ autonomy

    1. Ability to understand and analyse a company’s economic activity and offer new and innovative development strategies.

    3. Ability to assess a project’s alternative solutions according to various criteria.
    4. Ability to define reasonable project proposals and project tasks.
    5. Ability to organize infrastructure necessary for the project.
    6. Ability to analyse a company’s structure and adapt it to project and program management needs.
    7. Ability to select and utilize planning and controlling methods necessary for project management.
    8. Ability to ensure smooth operation and coordination of the project management process.
    9. Ability to develop and maintain specific documentation necessary for project management throughout the project development and implementation process.
    10. Ability to independently make reasonable decisions about the project’s progress.
    11. Ability to manage the project team, delegate tasks, accept and evaluate the results.
    12. Ability to communicate in the official language and at least two foreign languages.
    13. Ability to utilize information technologies to carry out one’s activities.
    14. Ability to comply with occupational health and safety, fire protection and electrical safety regulations, environmental regulations and preserve the environment.
    15. Ability to meet the requirements of employment relationship.
    16. Ability to conduct research of scientific value in the field of project management.

Qualification acquisition requirements

Previous education
Higher education qualification of LQF level 6 (bachelor, professional bachelor or professional higher education qualification) in the same or compatible branch of science or professional field of higher education, as well as a certain professional experience laid down by higher education institution
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

ECTS credit points 
Snice 11.10.2022 60 credit points correspond to the study results acquired in full-time studies in one academic year in accordance with the European Credit Transfer and Accumulation System (ECTS).Since 11.10.2022
