LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

The aim of the study programme is:
– to ensure practically applicable professional studies based on theoretical fundamentals of law science, conforming to the standard of lawyer’s profession, by training qualified specialists in the sphere of law for state and European Union needs, by implementing acquisition of deeper knowledge and skills characteristic to branch and specialization, preparing for innovative, research, managerial and pedagogical work in the sphere of law.

Within the programme the following knowledge and skills have been acquired and developed:
– knowledge about the latest discoveries in the legal theory and in the legal development of Latvia and foreign countries, chosen legal area, pedagogy and psychology;
– skills of identifying and solving of legal problems, organizing scientific and research activities, organizing comparative analysis of different legal approaches, solving complex conflict situations.

Abilities to identify the key tasks in the field of legal science and in the separate areas of legal science, as well as explain with arguments and discuss the problem issues in the different legal science areas;
– to evaluate and critically analyze the Latvian Republic and international regulatory framework in the different areas of law;
– to analize the obtained results, to prepare reports, to forecast and simulate the future situations using the regulatory framework have been improved.

    1. To identify and assess the relevant facts of a case (including the ability to collect, process, analyse and evaluate information, including evidence).
    2. To analyse the eligibility of the relevant facts in accordance with the legal composition and draw a legal conclusion.
    3. To substantiate and set out legal conclusions drawn.
    4. To find the applicable laws.
    5. To explore law-making historical facts, determine the objective of the law and its position in the legal system (ability to translate laws).
    6. To carry out advancement of the law and effectively use other legal methods.
    7. To establish a coherent and transparent structure of a legal document.
    8. To form a proper structure of legal and other texts.
    9. To manage, organize and supervise the work of subordinates.
    10. To develop legal documents in accordance with the law and the interests of the parties.
    11. To speak in public.
    12. To carry out advocacy in criminal proceedings.
    13. To perform public prosecution functions in criminal proceedings.
    14. To perform representative functions in civil proceedings, administrative proceedings, the proceedings of the Constitutional Court and criminal proceedings.
    15. To carry out advancement of civil proceedings, administrative proceedings, the proceedings of the Constitutional Court and criminal proceedings.
    16. To adhere to the principles of professional ethics.
    17. To use computer programs to perform activities of legal nature, in particular legal databases.

  • Competences/ autonomy

    1. Ability to find, analyse and apply laws in a methodologically correct manner.
    2. Ability to develop, analyse and certify legal documents and legal instruments.
    3. Ability to compile procedural documents (such as applications to authorities and courts, ancillary complaints, administrative laws, judicial decisions).
    4. Ability to provide legal advice and legal assistance.
    5. Ability to represent a legal entity.
    6. Ability to develop and analyse draft laws and regulations.
    7. Ability to perform statutory procedural activities in civil, criminal, administrative proceedings and the proceedings of the Constitutional Court.
    8. Ability to conduct research of scientific value in law.
    9. Ability to communicate in the official language and two foreign languages.

Qualification acquisition requirements

Previous education
Higher education qualification of LQF level 6 (bachelor, professional bachelor or professional higher education qualification) in the same or compatible branch of science or professional field of higher education, as well as a certain professional experience laid down by higher education institution
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

Formal (through education programmes)
ECTS credit points 
The unit of the volume of Latvian higher education studies - 1 credit point corresponds to one week of study work in full-time studies (40 credit points per study year).

1 The credit point of Latvia corresponds to 1,5 ECTS (European Credit Transfer and Accumulation System) credit point.
