LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

Objectives:
To further the development of student’s attitude, necessary knowledge and skills as well as development of personal qualities required for Security service managers to work in the Republic of Latvia as well as in the international environment.

Outcomes:
Ability to demonstrate general as well as specialised knowledge and critical understanding of facts, theory, correlations and technology in the relevant professional field.
Ability to manage and coordinate the company’s defences against risks posed to the company’s property and personnel;
Ability to carry out the organisation and supervision of security structure every day functioning of security service;

    27. To characterize the staff, evaluate performance thereof and assign tasks in accordance with personal qualities and professional competence of the staff.
    28. To motivate subordinates, creating a constructive and positive psychological climate in the department.
    29. To assess an individual’s emotional state and to determine the nature of a conflict.
    30. To develop a professional code of ethics and monitor implementation thereof within a department, as well as control the staff’s compliance with general norms of behaviour and appearance.
    31. To use physical force, special means, special fighting techniques and service firearms according to the situation and in compliance with laws and regulations.

    33. To constantly improve one’s knowledge, acquire new professional information and skills.
    34. To have a good command of the official language.

    1. Ability to apply theoretical and practical knowledge and skills in the effective management and planning of a company’s security department, organize and coordinate the work of subordinates for the accurate, timely and high-quality execution of set tasks.
    2. Ability to develop a company’s security strategy in compliance with the company’s mission and goals.
    3. Ability to hold office, ensuring a fruitful cooperation with legal entities and individuals, state and local government institutions in the field of security and justice.
    4. Ability to develop and implement public safety and order measures, preventive measures, control compliance with regulations, also when cooperating with the competent authorities.
    5. Ability to carry out high-quality analysis of a company’s potential risks and vulnerabilities, as well as efficiently use the analytical results for the protection of the company.
    6. Ability to ensure high-quality work of the department, development of regulations and document management.
