Latvian Qualifications Framework (LQF) has 8 levels (1 – the lowest, 8 – the highest).

Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

Graduates of the study program are able:    
– to plan activities in the sphere of fire security and civil defence;
– to analyse and fulfil requirements of the existing normative regulations;   
– to organize and carry out practical training in fire-fighting and civil defence;   
– to act and organize situation management activities in an emergency situation;   
– to monitor activities related to fire safety and civil defence ensuring compliance with fire-fighting and civil defence  requirements;   
– to solve economic, psychosocial and organizational problems related to fire-fighting and civil defence;   
– to analyse and evaluate the results of monitoring and controlling in compliance with regulatory requirements;   
– to create, analyse and use databases, to substantiate planned priorities and their usefulness;    
– to take responsibility for their own work results;   
– to plan and manage team work;   
– to implement requirements of environmental protection and occupational safety regulations;   
– to demonstrate their understanding of the rules of professional conduct;

Fire safety and civil protection engineer

    4. To plan fire safety and civil protection measures.
    5. To manage emergency measures of response and recovery at the scene.
    6. To determine the necessary resources to carry out emergency measures of response and recovery at the scene.
    7. To analyse the received information.
    8. To plan and organize work and control execution thereof.

    10. To determine the technical reasons of  fire.
    11. To understand the role of the European Union and international organizations in civil protection.

Qualification acquisition requirements

Previous education
Higher education qualification of LQF level 6 (bachelor, professional bachelor or professional higher education qualification) in the same or compatible branch of science or professional field of higher education, as well as a certain professional experience laid down by higher education institution
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

ECTS credit points 
The unit of the volume of Latvian higher education studies - 1 credit point corresponds to one week of study work in full-time studies (40 credit points per study year).

1 The credit point of Latvia corresponds to 1,5 ECTS (European Credit Transfer and Accumulation System) credit point.
