Latvian Qualifications Framework (LQF) has 8 levels (1 – the lowest, 8 – the highest).

Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

  • Knowledge

    1. The knowledge necessary for performance of the basic tasks of the professional activity at the level of notion:

    4. To distinguish the functional role of the concrete work constructions.
    5. To use concrete construction creation and deposition methods and technological equipment.
    6. To use specifications of the concreting construction elements.
    7. To arrange convenient and safe work place for concrete work stage.
    8. To use the equipment necessary for the concrete work stages.

    31. To organize waste collection at the construction site and production unit of construction products.
    32. To use individual and collective means of labour protection at the construction site and production unit.
    33. To provide the first aid.
    34. To perform individually the assigned work individually, to be responsible for the own work result.
    35. To have a good command of the official language.
    36. To have a good command of one foreign language at the professional communication level.

  • Competences/ autonomy

    1. Ability to understand and observe requirements of the regulatory enactments regarding concreting works.
    2. Ability to fulfil the requirements of the construction company work order and construction site internal procedure regulations.
    3. Ability to draw the constructions to be concreted and use the terms and terminology applied in drawings.
    4. Ability to distinguish the functional role of the constructions to be concreted.
    5. Ability to use the methods and technological equipment of creation and deposition of the constructions to be concreted, as well as use specifications of the concreting work stages.
    6. Ability to make convenient and safe work places for concrete work stages, as well as use the necessary equipment.
    7. Ability to move the necessary construction products at the construction site, factory and work place with or without the help of the lifting mechanism.
    8. Ability to read and understand the drawing details of the constructions and moulds to be concreted, as well as the concrete work project.
    9. Ability to observe the quality requirements of the concreting work stages.
    10. Ability to create a construction base to be concreted at the construction site according to the drawings of constructions, install and strengthen moulds, make reinforcement, deposition construction and inserts in the structure and concrete by using appropriate technologies in the process of the mentioned works.
    11. Ability to establish and reinforce concreting construction moulds in the production unit of building products, create reinforcement, insert construction products and details in the structure, deposit concrete by using appropriate technologies in the process of the mentioned works.
    12. Ability to process the concrete surface according to the drawings.
    13. Ability to maintain concrete by using methods suitable for the conditions.
    14. Ability to demould the concreted constructions by using the methods appropriate to the mould types and systems .
    15. Ability to read, understand and observe the manufacturers’ instructions of the used construction products.
    16. Ability to use concrete deposition and processing technologies, concrete maintenance methods and demoulding methods in accordance with the mould types and systems.
    17. Ability to understand and observe the requirements of the labour protection laws and regulations, as well as requirements at the construction site and production unit of construction products.
    18. Ability to assess the danger of accidents and possible consequences at the construction site and production unit, to act accordingly in non-standard situations.
    19. Ability to provide the first aid by using the means and methods of first aidat the construction site and production unit.
    20. Ability to understand and observe the requirements of the environmental protection laws and regulations and use the environmental protection methods at the construction site and production unit.
    21. Ability to identify hazardous waste and organise waste collection at the construction site and production unit.
    22. Ability to identify dangerous work places and operations at the construction site and production unit.
    23. Ability to use the individual and collective protective equipment necessary for concrete workers.
    24. Ability to perform the assigned work individually, be responsible for the own work result.
    25. Ability to observe the basic principles of the  professional and general ethics in communication with other concrete workers and concreting technician.
    26. Ability to observe the legal employment regulations.
    27. Ability to communicate in the official language and one foreign language.

Qualification acquisition requirements

Previous education
From the age of 15, the transcript of records for partially acquired general basic education OR Certificate of general basic education
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).
