Latvian Qualifications Framework (LQF) has 8 levels (1 – the lowest, 8 – the highest).

Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

    PROFESSIONAL skills:
    1. Prepare for paving/repairs.
    2. Sort dismantled paving material.
    3. Accurately carry out surveying and marking work for the construction of the pavement structure.
    4. Construct the subgrade of the pavement.
    5. Tamp the subgrade of the pavement.
    6. Construct a frost-proof layer of the pavement.
    7. Construct the base layer(s) of the pavement.
    8. Prepare existing demarcation elements for paving.
    9. Install pavement demarcation curbs and gutters.
    10. Adjust underground communication manholes.
    11. Prepare the connection point to the existing pavement.
    12. Construct the levelling layer.
    13. Check that the paving conforms to the building design.
    14. Rational lay the pavement according to the paving material and laying pattern.
    15. Saw off paving material.
    16. Add underground utility manholes and storm water drains.
    17. Tamp the pavement.
    18. Independently check the quality of the paving work carried out at each stage of the works.
    19. Correct identified discrepancies in paving works.
    20. Measure the amount of paving work completed.

  • Competences/ autonomy

    PROFESSIONAL competences:
    1. Ability to carry out paving preparation work according to technological requirements.
    2. Ability to construct a pavement using appropriate technology.
    3. Ability to construct structural layers of pavement, ensuring that the geometric parameters of the layers to be constructed are appropriate.
    4. Ability to assemble pavement demarcation elements that comply with quality requirements.
    5. Ability to carry out various types of paving work using construction materials in a rational manner.
    6. Ability to ensure that the paving works comply with the requirements of the building design or work assignment at all stages of the works.

From the age of 15, the transcript of records for partially acquired general basic education OR Certificate of general basic education
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

ECTS credit points
