Latvian Qualifications Framework (LQF) has 8 levels (1 – the lowest, 8 – the highest).

Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

  • Skills

    1. To read the forest stand map, the plan, and the technological map for logging works at the felling area.
    2. To cut undergrowth.
    3. To fell trees and remove dangerous trees.
    4. To mark the technological corridors.
    5. To delimb a trunk and assess the trunk quality.
    6. To cut trunks into assortments.
    7. To sort separately stacking wood materials according to the determined assortment.
    8. To assess soil-bearing capacity (the ability of soil to withstand the equipment pressure).
    9. To stack branches and place branches on the delivery road.
    10. To measure and determine the amount of wood materials assortment.
    11. To choose an appropriate cutting tool for performing each task.
    12. To cut shrubs and grass.
    13. To use machinist’s and logging tools.
    14. To use sharpening accessories and to sharpen chainsaw’s cutting tools.
    15. To choose the correct type of fuel and correct fuel-mixing proportions with oil, and use this to fill the chainsaws.
    16. To use oil and fuel absorbing materials.
    17. To perform daily and periodical maintenance of chainsaws.
    18. To observe requirements of regulatory statutes on labour protection, electrical safety and fire safety.
    19. To use personal and collective labour protective equipment.
    20. To plan their own working regime.
    21. To provide medical first aid.
    22. To understand and observe the statutory regulatory requirements on environmental protection and to perform job duties without causing harm to the environment.
    23. To preserve biologically significant wood structure elements at the felling area, and to observe the statutory regulatory requirements to protect nature.
    24. To perform job duties in accordance with forestry certification standards of the Forest Stewardship Council (FSC) and the Programme for Endorsement of Forest Certification (PEFC).
    25. To use ergonomic methods while working with a chainsaw for relocation and stacking of wood materials.
    26. To perform duties without assistance and assume responsibility for the result of their own work.
    27. To know how to act in the case of fire, electrical injuries, and other accidents.
    28. To observe the basic principles of professional and general ethics.
    29. To know the official language.
    30. To know one foreign language at a professional communication level.
    31. To use professional terminology in the official language and in one foreign language.
    32. To observe the requirements of legal employment relations.

  • Competences/ autonomy

    1. Ability to determine the location of felling area in accordance with the wood topographic map, and to prepare the felling area for work.
    2. Ability to perform felling area logging works in accordance with instructions given in the technological map for logging works at the felling area.
    3. Ability to perform logging works, using ergonomic and efficient working methods and tools.
    4. Ability to fell and delimb a tree and cut wood materials into required length, according to the determined assortment, using a chainsaw.
    5. Ability to stack branches according to the technological requirements for logging.
    6. Ability to measure prepared wood materials according to the wood materials measuring standard.
    7. Ability to perform qualitative thinning or cultivation of wood cultures, choosing an appropriate chainsaw cutting tool.
    8. Ability to prepare a chainsaw for work, maintain it, making minor on-site repairs, as necessary.
    9. Ability to determine safety risks at the work site, employing safe working methods and standards, ensuring personal and collective labour protective equipment is worn while performing working tasks.
    10. Ability to provide medical first aid.
    11. Ability to communicate in the official language and in one foreign language.
    12. Ability to understand and observe requirements of regulatory enactments on labour protection and environmental protection.
    13. Ability to determine preservable biologically significant wood structure elements and observe the statutory regulatory requirements on the protection of nature.
    14. Ability to observe the statutory regulatory requirements on fire safety, and to respond accordingly when necessary.
    15. Ability to perform duties without assistance and assume responsibility for the result of their work.
    16. Ability to observe the basic principles of professional and general ethics.
    17. Ability to observe requirements of legal employment relations.

Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).
