Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

Latvian Qualifications Framework (LQF) has 8 levels (1 – the lowest, 8 – the highest).

Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

    1. To know the company’s structure and processes.
    2. To know and use necessary laws and regulations related to performance of  the work task.
    3. To develop documents of the company in accordance to the laws and regulations.
    4. To design governmental documents (organizational, order, certificate and report, correspondence and staff).
    5. To perform document sending, receiving, and registration.
    6. To make the necessary official marks on documents.
    7. To control document deadlines.
    8. To prepare and approve documentation derivatives.
    9. To systematize and file documents according to the nomenclature of the company affairs and ensure their conservation until they are transferred to the company’s archive.
    10. To organize business trips and prepare trip documents.
    11. To organize visitor reception, business meetings, presentations, and other arrangements.
    12. To perform preparation and protocoling of sessions, meetings, conferences, and other arrangements.
    13. To master business writing.
    14. To collect and use information by using the latest information technologies.
    15. To know the competence of the company’s functionaries in information use, provision and protecting, to comply with the protection and confidentiality of information at work.  
    16. To recognize and use office equipment.
    17. To know ergonomics by building a safe and comfortable environment at work.
    18. To observe the hygiene requirements.
    19. To observe the principles of professional ethics.
    20. To manage business ethics and general standards of courtesy.
    21. To communicate, cooperate, and build positive communication with customer and colleagues.
    22. To plan and organize your own work.
    23. To perform work independently and in a team.
    24. To make decisions according to your own competence.
    25. To take responsibility for decisions made and the results of your own work.
    26. To find solutions in the event of problem issues according to your own competence.
    27. To speak in the official language.
    28. To master two foreign languages at a communication level.
    29. To use professional terminology in the official language and two foreign languages.
    30. To know the lagal order of the legal employment  relations.
    31.To perform the work duties according to the requirements of the labour, environmental protection, fire safety, and electrical safety regulations.

    1. Ability to design and develop documents independently and according to the laws and regulations, by using business writing style.
    2. Ability to understand the company structure and operating processes to provide successful circulation of company documentation.
    3. Ability to perform document sending, receiving, and registration according to the procedure set by the company.
    4. Ability to comply with and control document deadlines.
    5. Ability to plan working hours and identify priorities.
    6. Ability to take responsibility for the results of the own work, rational uses of work time and resources.
    7. Ability to perform work duties independently by using information technologies and office equipment.
    8. Ability to organize various meetings and arrangements.
    9. Ability to record various level sessions, meetings, and business appointments.
    10. Ability to save documents according to the nomenclature of the company affairs.
    11. Ability to perform and complete financial documents precisely and according to the accouning requirements.
    12. Ability to maintain, evaluate, and summarize information to maintain an informative process in the company.
    13. Ability to understand and comply with confidential information.
    14. Ability to use informative data bases and computer programs.
    15. Ability to self-educate and constantly keep up to date with technological developments in your own professional field, use the acquired knowledge in practice.
    16. Ability to follow up the latest updates in your own and related areas.
    17. Ability to work independently and in a team by complying with the principles of work ethics.
    18. Ability to know and comply with the business ethics.
    19. Ability to coordinate the activity with specialists at different levels.
    20. Ability to evaluate situations objectively, listen and respect other points of view.
    21. Ability to cooperate, build positive communication and maintain personal authority by motivating and mobilizing others to achieve a result.
    22. Ability to speak in the official language.
    23. Ability to communicate in two foreign languages.
    24. Ability to develop personal knowledge and skills.
    25. Ability to understand and comply with labour protection, fire safety, and electrical safety requirements, perform work tasks without harming the environment.

Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

ECTS credit points 
The unit of the volume of Latvian higher education studies - 1 credit point corresponds to one week of study work in full-time studies (40 credit points per study year).
