Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

– to study courses of the compulsory part encompassing topical aspects of philosophy of law, public administration and communication psychology;
– to master course of the compulsory elective part encompassing one of specialisation fields (public law and administrative law, theory of law, history of law and political sciences, civil law, criminal law, international law);
– to study skills of independent research in the selected study field; to write 3 scientific papers;
– to master the course of pedagogy of higher education establishments and a course of adult further learning;
– to develop and defend Master’s thesis (23 credit points) in the selected sub-discipline of law referring to a relevant legal aspect.

The goals of the study programme are the following:
– to organise academic studies which are rooted in science and are in line with the country’s economic and social needs; of key importance here is the research work of students, which leads to independent conclusions;
– to provide students with an opportunity to obtain a high-quality and competitive academic education, thus improving the qualifications and competitiveness of practicing lawyers;
– to provide students with knowledge and competence at a level of quality which ensures that once they complete their studies, they can continue on at the doctoral level or supplement their knowledge by specialising in terms of practical work.

The goals of the programme will be achieved via the following missions:
– provide students with the necessary knowledge and skills in the field of law by offering the courses which are a part of the programme;
– ensure successive offers of study courses at a high level of quality;
– attract high-level instructors to teach the courses;
– help students to improve their skills in terms of independently dealing with important issues, also preparing students for further studies related to scholarly research;
– facilitate the competitiveness of students under changing socioeconomic circumstances in the domestic and international labour market;
– implement internal quality control so as to ensure the quality of the study programme;
– work with employers and other institutions of higher education in Latvia and abroad, not least in terms of offering students broader opportunities to attend universities in other countries.

These are the results of the study programme:
– deeper or expanded knowledge and understanding about the theory and history of the law, criminal law, police law, criminal investigations and operations, constitutional law and civil law;
– the ability to independently formulate and critically analyse complex scientific and professional problems, to undertake responsibility for the results and analysis of the work of personnel groups, and to engage in innovations in the relevant academic discipline;
– general skills to improve the student’s competences and specialisation in an independent way, engaging in work, research and further education in the selected areas of specialisation under complicated and unpredictable circumstances, transforming these as necessary and making new approaches to the issues;
– the skill of engaging in independent scholarly work;
– the ability to independently formulate, analyse and critically evaluate complex scientific and professional problems;
– the ability to use legal methods to justify proposals on how problems can be resolved;
– the ability to identify operative and innovative solutions to everyday problems;
– the ability to make an investment in the creation of new ideas about the field of law;
– the ability to offer well-argued explanations and discussions about complex aspects and problems of the field of law;
– the ability to independently evaluate and improve competences, skills and specialisation in the field of law;
– the ability to demonstrate in-depth knowledge and understanding about the contemporary theories and concepts of national and international law;
– the ability to demonstrate competences related to contacts, communications, organisational and planning skills, as well as responsibility for the results and analysis of work that is done while also comprehending the ethics of the legal profession;
– the ability to motivate one’s choices related to ongoing studies and improvement of competences.

 

Qualification acquisition requirements

Higher education qualification of LQF level 6 (academic or professional bachelor) in the same or compatible branch of science or professional field laid down by higher education Institution
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

ECTS credit points 
The unit of the volume of Latvian higher education studies - 1 credit point corresponds to one week of study work in full-time studies (40 credit points per study year).

1 The credit point of Latvia corresponds to 1,5 ECTS (European Credit Transfer and Accumulation System) credit point.
