LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Latvia has a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

  • Skills

    1. To understand, analyse and apply theoretical and empirical principles of psychology in one’s professional activities.
    2. To find out and asses a client’s needs and analyse them together with the client and a psychologist in order to plan future professional activities with the client.
    3. To set achievable goals that fit the needs of a client, coordinating them with the client and psychologist and determining achievement criteria.
    4. To carry out psychological examination (evaluation) of an individual, group and organization under the supervision of a psychologist, using appropriate interviewing, testing, questioning and observation techniques.
    5. Under the supervision of a psychologist to develop an action plan with specific methods and approaches according to a client’s needs and the current situation.
    6. To carry out psychological counselling under the supervision of a psychologist or apply other methods of providing psychological support (e.g. parent training seminars) in accordance with the client’s needs and objectives.
    7. To use psychological assistance methods that help individuals or groups to learn independent problem-solving approaches.
    8. Under the guidance of a psychologist to assess the effectiveness and results of psychological assistance, and to draw conclusions.
    9. Under the guidance of a psychologist to provide customer feedback regarding psychological evaluation and psychological assistance process.
    10. Under the guidance of a psychologist to develop professional, precise and reasoned opinions and other psychological activity descriptions.
    11. To analyse scientific literature and develop theoretical justification of a psychological study.
    12. To develop appropriate psychological research hypothesis or research questions.
    13. To select appropriate research methods to carry out psychological research.
    14. To collect psychological research data or information and carry out quantitative or qualitative analysis thereof.
    15. To assess the information obtained with the help of psychological research and draw conclusions.
    16. To develop psychological research description in accordance with the basic principles of scientific articles.
    17. To respect the rules of professional ethics and generally accepted moral norms.
    18. To use software necessary for psychological research and other professional activities.
    19. To know the official language.
    20. To know at least two languages at the communication level one of which is a European Union member state language.
    21. To use professional terminology in the official language and at least one foreign language.
    22. To comply with environmental protection regulations.
    23. To comply with occupational safety, fire safety and hygiene requirements.
    24. To meet the requirements of employment relationship.

  • Competences/ autonomy

    1. Ability to understand, analyse and apply theoretical and empirical principles of psychology in one’s professional activities.
    2. Ability to set and coordinate with the client and the psychologist the objectives of psychological assistance in line with the client’s needs and basic principles of the science of psychology.
    3. Ability to establish and select the strategy of psychological assistance in line with the set objectives and basic principles of the science of psychology.
    4. Ability to carry out psychological assessment of an individual, a group or an organization under a psychologist’s supervision using appropriate methods (interviews, tests, surveys and observation).
    5. Ability to provide psychological counselling and apply other scientifically valid psychological assistance methods in line with the set objectives.
    6. Ability to assess the efficiency of provided psychological assistance under a psychologist’s supervision in line with the set objectives.
    7. Ability to write and provide opinions and professional profiles under a psychologist’s supervision.
    8. Ability to provide feedback to the client in line with the set objectives.
    9. Ability to critically analyse and assess one’s professional activities and take responsibility for one’s professional performance.
    10. Ability to cooperate with and work under the supervision of a psychologist.
    11. Ability to conduct research of scientific value in the field of psychology.
    12. Ability to communicate in the official language and at least two foreign languages.
    13. Ability to ensure compliance with the requirements of labour protection, fire safety and environmental protection.
    14. Ability to meet the requirements of employment relationship.
    15. Ability to utilize information technologies to carry out one’s activities.
    16. Ability to observe and provide compliance with professional ethics and generally accepted norms of behaviour.
